Shooting Strangers (in pictures that is)

Photography is hard for me. I love slice of life black and whites more than anything else and I am always finding myself in the position to take said photos but I always feel uncomfortable and awkward. Is there a set of guidelines or rules to shooting random people on the street? If a shot really catches me I try and pretend I am shooting something else which sometimes works and sometimes just fails miserably. Is there a way to approach people or does that just ruin the moment? Usually something is happening at the time, I HATE POSED PHOTOS!!!! Do you need to get someones permission before you post their picture online? What if they say “Hell NO” but it is an amazing shot? Just curious about this ad wondering how other photographers approach this issue
