North of the Sun by Keith R. Baker

Contracted by a nominally concerned government, Pinkerton’s Detective Agency sends two operatives on an unlikely mission: Observe and record the affects, good and bad, that the Whiskey trade has upon the Indian tribes and others in the Montana Territory in the late 1860s. While there, they will be observing some others with the goal of uncovering facts surrounding the vigilantes’ activities from earlier in the decade. And while they’re at it, perhaps they can uncover what really took place in the July 1, 1867 disappearance (and presumed death) of then acting Governor Thomas Francis Meagher.
