Apartment Rivalry

Ok, so we live in an apartment. In all of our eight years of renting, six of which have been with at least one child, we have never had such annoying neighbors as we do now. It doesn’t help that our landlord is a money hungry jerk who happens to have an odd companionship with these disrespectful bums but I am getting ahead of myself.
We moved to this apartment about seven months ago while our friendly neighbors have been in theirs close to six. They started out as two couples sharing a two bedroom directly above ours. It was two weeks of pure hell when they moved in. There was non-stop music blaring that started around eight pm and lasted until whenever. Unfortunately for us, the loudest music could be heared right above our two children’s adjacent bedrooms. There was also the constant stomping up and down the stairs and slamming of the front door to the building. I quite enjoyed that, especially in the afternoon while my son was napping. I don’t want to leave out the unexplained table saw that was being used by our neighber for whatever reason around ten pm right outside our livingroom window. Needless to say, the couples finally got sick of each other and split ways leaving only one couple to take over the apartment. Obviously, much to our dismay, the noisier ones must have won the deciding round of rock-paper-scissors.
To be very fair, there are some noises that we have learned to live with. Due to the age of (and lack of renavation to) the building there are some things that just cannnot be helped. I can hear when they turn their water on or every creak in the floor above my kitchen. In my bathroom you can even hear the quietest wisper and at night their cat has a habit of running from one end to the other. Likewise, I am sure they can hear when my three-year-old throws a tantrum or when my dog barks to alert me that some one may or may not be here. We have just come to accept that these are things that are just part of living in an apartment building. I said “we” have accepted it but apparently they have not.
I must also add that these creatures who dwell above us seldom leave their dwelling. I have yet to see them leave for any stretch of time that constitutes a work day. I don’t really think that they work at all not even at night. Every so often one of their many vehicles (that is a different story) will dissapear for a weekend and reappear as if by magic. I sometimes wonder how, or if, they pay rent (that is also a different story). The point is, they are here all day long annoying me and my children with their many noises.
The part that really gets me is that they actually have the nerve to CALL our landlord and COMPLAIN about MY children making too much noise! How rude, how self-centered can you be? We have not complained once about their obvious lack of concern for anyone other than themselves yet they have the audacity to call and say WE are being too loud. Not once either, there have been two separate phone conversations with the landlord about how noisy our children are.
You should know that upon signing our lease we also received a copy of tenant behavior policies which strictly prohibits the use of loud items before eight am and after ten pm.
