Rich or poor, there can be a separate virtually free
health care system for everyone. As for the rich, who
want to continue business as usual,… never mind.
For everyone else, a Free Health Clinic in every city
is the answer to affordable health care.
First you must establish a monetary goal, and
with a ten year budget for operating Free health clinics.
To continuously fund those clinics,
here are seven good ideas.
1. Create a state run FHC lottery with a payment cap,
of one million dollars per week.
One million to a winning ticket, or one million
divided among a group of winning tickets.
Therefore the surplus goes into a trust fund
for the free clinics in the State.
So, if 100 million tickets are sold,
99 million goes into the FHC. trust fund.
2. Establish a city run FHC lottery, with the same
standards funding FHC Free Health clinics.
One dollar tickets only. One weekly cash prize .
3. Doctors working at the Free clinics will have to care
more about people than salary. The salary cap is 100
thousand per year.
No million dollar salaries, no increase in health
care cost. For the budget, there are Free clinic
salary caps at each level.

4.Patients have free clinic cards, variable specialist co-payments go directly into the free clinic trust fund
to pay salary.
5. A flat rate, 5 dollar taxes paid from
each tax group fund FHC.
6. A flat fee to fund FHC, can be 100 dollars deducted
from each paycheck, verses $300, or $600 monthly to your
current Health insurance company.
7 Procurement agents negotiate rock bottom prices for medication and supplies to prohibit waste fraud and abuse.
I belief that incorporating the seven funding initiatives above will assist Americans with creating a self
sustaining affordable Free health care system.
An appropriate federal grant to initiate this system
would be nice. It’s something our next President
may want to consider.
There is uncertainty in Gambling for health care
with a lottery, yet, it’s an experiment worth trying.
