The latest piece of legislation designed to phase out subsidies for some farmers is causing quite a commotion on Capitol Hill. According to the Wall Street Journal The legislation would limit the ability of farmers to manipulate current law to collect multiple payments, and cap payments to wealthy individuals not directly involved in farming.
