I boosted the color a bit before running the neon filter in GIMP, copying the end result, undoing it, pasting the neon look over the original, and then using the color to alpha to get rid of the black. That gave me the edging of the neon. It might sound like a lot of work, but it’s really easy!

  • Thanks! You really should see it! When I went, they had a deal where you could buy a 24 hour pass and go up to the top once at night and once during the day for $22. One ride up is $14 or $17. I recommend doing that and then you can get a better look at the whole city =)
