I try to keep it as simple as possible? This will demonstrate the Orton effect as well as other editing tips that I use to create certain effects in Paintshop Pro.

Select Picture.

This picture is already quite light, which means I don’t need to lighten it any further to create the Orton effect.

Go into edit and copy!

Edit>Paste as new Layer, do this twice!

Use the selection tool to select a part of your photograph that you wish to remain sharp during the process?

Now invert the selection.

The first raster, create a Gaussan Blure in Adjust and blure!

Now make sure you highlight the next raster on your bottom right layer and go into adjust > softness and softfocus. I usually allow for the default and click ok!
