Hi Shelia. Thanks for the comment. I didn’t use the “flood” filter. I inverted half the image, blurred it and then used a custom made displacement filter to create the water effect. I tried several ready-made filters and couldn’t achieve the look that I was after so I spent hours experimenting with various displacement techniques and finally got it.
