His name is actually Frank, and the dog is Shiloh.

Every morning, the homeless trek back into this small town from campsites nearer the water. A gentleman runs a recycling plant with extra services. Those in need of cash scurry to clean up what others have littered and also receive loaves of bread. It is a job for them. It makes a difference.
