The Orton Effect is taken from a Vancouver Photographer, Michael Orton. He used the darkroom and film to create his effect, but photoshop can do the same thing.
You take an image, duplicate it, lighten one by a few stops. Then on the other one you blur (gaussian blur) by about 20%. Then you copy one onto the other and blend them together.
I find I have to lighten it yet again. The only difference is that I’m doing them on HDR iimages and finding I get better results.
