I was reading through some articles today on Flickr and came across an item on a photographer who wanted to become invisible (so to speak) so he could get better images of people in the street.
The best answer I saw was…
“Another photographer told me of a situation along the lines that Stan describes above. This person wore a high-visibility vest and set up his camera and tripod on a city street.
It was remarkably successful, everybody ignored him. Maybe that is just our British sensibilities."
I think that answer is just about right, the more you stand out the more people take less notice of you.
