Successfully Guessed - Yokohama Fender

I don’t expect it has an alternative name to buoy, someone has constructed it to protect their boat from a bashing on the rocks and pier and I’m sure it does a good job.

I think it is to stop the boats hitting sharp objects, as they come into land. sometimes it is just a row of tyres along a jetty wall, but this looks like it is to keep them off the rock. hugsxxx
