Thanks Steve. Briefly it was two separate renders composited in after effects. A distance fog effect was added using information in RPF format.
Lights in the windows were painted by hand and a glow added. A rain effect was added and water splashes added to the balcony from Particle Illusion.

A few finishing touches in Photoshop.

Thanks Shelleymay. Glad to hear it. It will be some time before I can make any more, as I pack up my computer tomorrow to move house. Be weeks before I get my stuff again and weeks before I am able to do any more.
