Crabs. They take food out of the sand and roll the left overs into balls.

made by sand crabs, sand crabs live under the sand and when they burrow they leave sand balls…lol.
i remember because when my dad used to take me worming, that is to catch worms for fishing the darn crabs would always nip my toes…lol..
