In the days before electronic Ignitions you could time an engine by setting a glass of water on the air cleaner, or in this case the firewall, then turn the distributor until the water in the glass was calm. It was almost as accurate as a timing light. The gas station was inspired by a garage in Faribault, Minnesota where my dad bought gas when I was a kid.
