Bilbo doesn’t say this, Gandalf says this in a letter to Frodo…
It is true that Gandalf included it in a letter, but he was quoting a poem written by Bilbo.
You can find it in the chapter entitled “The Council of Elrond” about 9 pages into the chapter. Bilbo recites the poem to the council and tells Frodo how he wrote it after meeting Aragorn, whom he met while he was staying in Rivendell.
Trust me, I am a Tolkien nerd. :)
