Harm Reduction approaches to drug use started mainly as a response to growing HIV infections in injectors. In 1986 the UK launched Needle Exchanges as part of this response (there had been needle exchanges elsewhere before this but 1986 is seen as the year of the first large scale organising of this intervention).

Needle exchanges save lives, by helping prevent the spread of viruses like HIV and HepC, but also by helping people who may want it get into drug treatment.
