Well you have to admit this guy’s footwear matches his feathery coat. This is a juvenile Snowy Owl (Bubo scandiacus). When he is mature, he will have almost pure white plumage. Female Snowys have black bars (so this fella must be feeling a bit of a pansy at the moment!) ;o)
