There’s a few different ways to do it but put simply, you copy a b&w image of a texture into an alpha channel of your working file, then using a selection from that alpha channel you can either delete sections of your image or fill the selection on a separate layer (altering the opacity of that layer as needed). You can create all sorts of different effects once you start playing with alpha channels. (I’m assuming your using photoshop, but I’d imagine Paint Shop Pro would have similar features). Have a play, and good luck!
