I used Adobe Illustrator to create this design and the other florals. Just simple vector line drawing using repeated patterns and careful placement. Hope this helps.
The best way to learn these programs I find is by doing tutorials from the internet. That way you get hands on practice at learning and familiarize yourself with the program, instead of just reading a book, which can sometimes be quite boring and laborious. There are tons of free tuts out there, just do a google serch.
