Image Size – to square format
Rotate Canvas – Flip Vertical (if you want the sky to be on the outside)
Filter / Distort / Polar Coordinates / Rectangle to Polar
Rotate Canvas – Flip Vertical

More tips:
Look for images with verticals, such as trees and buildings that break the horizons.
Line up the horizontal for best results
Before turning into square format: Cropping more sky will show larger globe and more pronounced vertical elements such as the tree here. Cropping more ground area will give a smaller center globe
