The reference is to the fact that every criminal villian ever incarcerated in Arkham Asylum ends up escaping. Usually multiple times.

As you may know, the word ‘Arkham’ in Arkham Asylum (more correctly The Elizabeth Arkham Asylum for the Criminally Insane) was taken from the fictional town of Arkham, Massachusetts imagined by HP Lovecraft.
