ok. I was right about the family: it is Stephanidae.
The genus is: Foenatopus (=Diastephanus) . The genus was IDed by a specialist, not myself. I just pointed the family. ;)

and Matt Bertone "is a wasp in the family Stephaniidae. They are among the most basal ("primitive") of the parasitic wasps."

This was shot in Singapore at the Kent Ridge Park, a nature reserved park. The insect is perching on a reflective stainless steel signboard, that explain why the metallic reflection off her body. Her estimated lenght is between 1.5 and 1.2 cm.

    Wow, what a macro shot! I am intrigued as to why such a creature has evolved a long neck like that… Excellent shot man.
