The North Shore Mountains loom large, with fresh snowfall revealing sinewy avalanche chutes among the dense stand of trees. Situated next to glacier-covered Cascade volcanoes and deep, earthquake-prone ocean trenches, the city’s toehold on the Pacific coast is probably a precarious one.
