Processing:
Add a gradient filter to bring out some detail in the sky. Then
Duplicate Layer, set blend mode to Overlay and go Filter>Other>High Pass and use a radius of approx 20 pixels. Click OK to accept. Hold down the Alt key and add a new vector mask at the bottom of the layers palette to assign a black (hide all) mask to the layer. Then its a matter of selecting the paintbrush and painting back in the detail on selected parts of the image. I chose the sand/rock in the foreground and the clouds. Finally add a Vibrance layer to pump up the colours a tad and finish with some noise reduction if necessary.
