Kerala State in the south of India has long had a strong Communist-Marxist influence and has a democratically elected Communist government. The level of political participation amongst the state’s citizens is high. Though the average per capita income in the state is low, the material development and quality of life in the state is high, due in part to the redistribution of wealth into social programs for all citizens. Kerala has the highest literacy rate in India; excellent healthcare; the highest life expectancy in the country; a low rate of infant mortality and a low birth rate. In Kerala, one does not tend to see the same kind of crushing poverty as elsewhere in India.
