Thanks for the comments on this one. To get this effect, I zoomed the lens while I kept the shutter open. In post processing, I applied an OnOne photoframe that just happened to match the zooming effect.

Thanks so much for the comments. This was done for a photograph class I am taking. I learned from the class that I should be taking all my night shots at dusk, not after the sun goes down. So hopefully my night shots should start improving.
