I believe this is the Isopogon Anethifolius or Narrow- Leafed Drumsticks. This image was taken at Bracey’s Lookout, Lithgow NSW in the Blue Mountains just after a fire.

    More likely to be I. anemonifolius than I. anethifolius. Isopogon anethifolius has very slender, terete (round in section) ultimate leaf segments, like a Petrophile, while the leaflets here are evidently quite flattened.
