This was an old photo (from my 2007 calendar) re-worked.
The result you see here was as you put it discoverd by experimenting with the fractalius filter in photoshop.

As a fan of macro photography (and I think I use this exact lens on my Canon) I am usually a sucker for a beautiful flower shot. But this one grabbed me immediately with an “Oh Wow!” – I’m going to have to check out fractalius now, I’ve not seen anything like this before. :)
