Sorry I couldn’t think of a better title. ^^; I realised something about this picture….I SUCK AT DOING CLOUDS =( But I’m still proud of it anyway =p lol, I’m so weird~ I probably make it a T-Shirt for this picture later~ to lazy to do it right now XDD

Make a blue gradient for the back ground, then on a top layer, get a larger sized brush and select pure white (255/255/255). Paint a few blobs of white in a not so general shape that you want your clouds to take, then use the eraser tool to erase some areas in the middle of the white blobs. Then get the smudge tool out and start smudging to your hearts content (works best IMO if you smudge in the same general direction or the same general direction of the opposite).
