this effect is done with a photoshop filter called Topaz adjust. Only certian pictures will actually be suitable for it. Also you really have to play around with the settings to get the right effect you want. Lots of trail and error. After you get the effect you want then you have to do some hand work in photoshop with dodgeing and burning, blending and just all the regular stuff you do in photoshop. It’s very fun once you the hang of it. The filter is being offered for 39.99 for a limited time only with cupon code adjustintro I think thats it, after that its going to 99.
