Three In A Wall.....But Why? by

In the blue concrete wall of a Mexican restaurant’s courtyard in Edmond, Oklahoma, USA.
I saw these three pipe holes set high up in the wall, allowing a peephole view of the sky, and I wondered why were they there.
I think they may be a decorative feature as the paintwork colours and textures of the whole building were quite quirky.
