Is this really an HDR photo? Or is it drawn / rendered?
If it is the latter, very well done, especially with the touch of flare to add reality, subtle but brilliant.

To confirm, it is a HDR composite, mostly stopped down exposures, the lights would have blown out much of the image otherwise.
