When Star Trek: Voyager was still on the air, Activision developed a new game surrounding the series, while establishing an exciting concept. In order to combat the hostile nature of the Delta Quadrant, Security Chief Tuvok develops a solution. An elite force of tactically trained officers, medics, marksmen, and pilots that would form a specialized team whose job is to take on high risk away missions and dangerous situations head on, not unlike the Army Rangers or the Navy Seals. And so the Hazard Team was born.
After Voyager’s return to Federation Space, the Hazard Team was briefly disbanded for a period of two years, thanks in no small part by bureaucracy from the higher-ups in Starfleet. This was changed when former Hazard Team CO Lt. Alexander Munro, who was a Starfleet Academy instructor in the interim, met another notable Starfleet Officer that took an interest in his skills – Captain Jean-Luc Picard. Soon after, the concept of the Hazard Team was resurrected about the Federation Flagship – the U.S.S. Enterprise-E, with most of the team from Voyager reuniting. Soon after showing their worth in a crisis involving the Romulans shortly after the fall of Preator Shinzon, Captain Picard formally proposes to Starfleet that the program be expanded, and that Hazard Teams start being deployed and utilized on long-range exploratory assignments.
