Asphalt bandage

A sad sidewalk on the Hawaiian island of Kauai is patched like a boxer’s face with white tape. I couldn’t figure out whether or not this was a sad attempt at repair or a visual mark so you wouldn’t trip. Your guess is as good as mine.
