    This is such a fascinating plant, and you’ve captured its graceful quality beautifully! I’m almost positive it’s a Euphorbia characias wulfenii (“Mediterranean spurge” is the popular name I’m familiar with). I came across one growing by a path at my local botanical garden. Since it was not labeled, I proceeded to ask gardeners and staff. One person knew, and she looked it up for me in a big horticultural book to be sure. I have a photo of it in my RB portfolio:
