lol The photographer is probably portuguese and if so for him the pavement is no big deal, it is traditional for many centuries now. It started during the discoveries as a way to represent the waves of the sea, by later it started to be used to do any kind of drawings on the floor. Just go on google images and search for calçada portuguesa
