ah, i was playing around with using minature effects a few days ago and liked with i discovered, so this image was created kinda the same way, but i wasnt going for mini this time, although it does look almost like one… the soft blur effect was created during post processing.
tilt shift can certainly vary in meaning though, but it all comes down i think to the angle of the shot or blurring. thanks for the link colleen. :)
